U.S. Citizenship and Immigration Services was instrumental in the apprehension of an MS-13 gang member and confessed murderer in Virginia just weeks before Virginia Gov. Abigail Spanberger took office and ended the state’s cooperation with U.S. Immigration and Customs Enforcement (ICE).

Manuel Trevino Padilla, 43, a United States citizen and documented Tango Blast gang member, was arrested on Aug. 19, 2025, during a joint narcotics enforcement operation led by HSI Midland and the Midland County Sheriff’s Office.
